The implementation of local development strategies – LEADER Approach is one of the measures found in the IPARD Programme. Unfortunately the measure is not accredited by the European Commission yet but activities regarding accreditation and capacity building for implementation are in progress in the provinces.
The capacity building activities regarding awareness raising for LEADER approach, the establishment of local action groups as well as encouraging them to prepare their local development strategies and to be ready for the implementation, have been in progress since 2015.
LEADER has proven that it is a crucial tool for preparation and implementation of sustainable local development strategies as well as the involvement of local people and partnership and in turn developing rural development policies. This approach has been included to the IPARD Programme for Turkey 2007-2013 as a measure “202- The preparation and implementation of local development strategies”. The Managing Authority, considering the need for capacity building and preparatory work has realized a Twinning Project (“TW for supporting the implementation of LEADER measure in the scope of IPARD) in between 2 November 2010 and 12 May 2011. This Project contributes to the capacity building for both Managing Authority and ARDSI as well as the legal and technical background has been established for implementation. In this scope, the potential local action groups have been formed and pilot ones have been selected. The priorities for the Local Development Strategy (LDS) have been identified. Besides the LEADER approach have been included to the National Rural Development Strategy under the heading for Priority 5. The formation of governance structures in district level for capacity building in local development as well as developing mew methods for services are in the scope of this document.
In the light of experiences in EU countries, it can be well said that the LEADER approach brings about certain changes to the lives of the local people. LEADER promotes innovative solutions to the local problems and commits to addressing the needs of the local people. .
In other words, this approach means the participation of the local people to the decision making process regarding the projects to be implemented and the strategy to be prepared in their local territory. In this scope, the establishments of local action groups (LAG) are promoted in the area with the partnership of public, private and NGO partnershipsIn addition to the public-civil partnership, the implementation of local development strategy strengthens the harmony within the region as well as contributes the long term sustainable development of the region.
