The European Union has developed and Instrument for Pre-Accession Assistance in order to support candidate and potential candidate countries during accession process. As a candidate country, Turkey has prepared IPARD Programme in order to benefit from the Component V (Rural Development) of IPA. This Programme was approved by the European Commission on February 25, 2008, and by the Higher Planning Council of Turkey on December 30, 2009.
As for the IPARD implementation structures in Turkey, the Ministry of Food, Agriculture and Livestock (MFAL) was designated as the Managing Authority (MA), and the Agriculture and Rural Development Support Institution (ARDSI) was designated as the IPARD Agency.
Implementation of the 2007-2013 IPARD Programme was initiated after the conferral of management decision of the European Commission dated 29 August 2011 and No. C(2011)/6079. Actions were implemented in 20 provinces until the end of 2012, and extended to 42 provinces following the conferral of management decision of the European Commission dated 25 July 2013.
